It's been a while since I checked Bitcoin transaction fees, but they're currently relatively low, with the recommended rate being 2 sats/byte. I might still be able to make transactions at 1 sat/byte, but they'll take a while to process or confirm. The average fee in USD is $0.6 to $1.50, which is relatively cheap, especially given current prices.
It seems like retail is less involved this run and there's not many smaller buyers and it's more institutions buying btc this run, so that could be one reason transaction fees aren't to high. When instead of millions of people buying smaller amounts each sending their own transactions you instead have a smaller amount of buyers buying bigger amounts and sending less transactions the mempool will be less congested.
When mempool conditions become more congested and cause congestion, transaction costs increase. People scramble for quick confirmations, forcing them to use higher and higher fees. Thankfully, transaction costs are currently very low, and we don't have to pay much to process transactions.
