Well this question something should be answered by Satoshi, but he will never gave you that one, but probably theres a response on this somewhere but I cant find in search function. 21milliim supply are probably less than now, due to some losses private key holding some bitcoin, or some did burned their coins accidently or cant be access now. But probably the 21million supply pick for a perfect number with the most decentralized crypto before.
