Obviously, we should respect the religion and the beliefs upheld but what about those who are not Catholic and would wish to continue to gamble? Does religion have the right to be included in conversations regarding gambling if their beliefs cloud their judgement?

Unless it's a religiously-based country, that religion should only regulate its followers, not society at large. Because gambling regulations must be based on the government, if the government legalizes it but a religion prohibits it, then it's a personal matter for each individual to adhere to their religious rules. Because society at large cannot be forced to comply with the rules of a particular religion, especially if they have different beliefs or no religion, people should be free to decide what they want to do.
