I haven't really understood the entire concept of this proposal, but I will do a further research while less busy, and thanks for sharing this here.
If you read the link that I posted above, you will understand it.

The Bitcoin-Quantum computing attack has been a discussion for sometime now, and I never expected a sudden proposal at this early stage because we haven't really see the effect of quantum computing attacks, as a primary target to any form of technology.
Since 10 years ago, people are expecting quantum computing to be more advanced in 10 years after. In 2025, 2030 is still what people are concerned about.

Bitcoin transaction to quantum-vulnerable addresses will be soon if the proposal is accepted but ECDSA/Schnorr spends to quantum-non vulnerable addresses will still be valid for 5 years. That would be around 2030.

Although, nobody know when quantum computing will be able to make ECDSA/Schnorr vulnerable.

I know that some of these big companies are investing heavily on it, and their progress so far isn't fully disclosed to the public. But it is good that a proposal was introduced at this early stage, so that proper remodification and adjustment can be done before fully implementing, if still necessary.
