Yes, it should be done during the bull run and not after it. Because it won't make that much attention once it's done when the bull run is over. I've seen that happen in the last cycles for some projects and they were unsuccessful and so. If the devs know what's best for them, this is what they have to do and that's about proper timing of when they're about to do that.
