I highly doubt Chelsea can win the league. My team is not really consistent. We won the cwc, which is good, and defeating PSG shows we can compete against teams, but winning the league doesn't mean defeating the bigger boys rather getting the most points.
Enzo Maresca is now in his second season. Chelsea's game has changed he is more high pressing and has flexibility. Last season they were able to play gradually improved. And at the end of the season they finished at number 4. Next season's moment Maresca will probably go through a lot of matches and it was different in the first season.
But Maresca has also taken advantage of this transfer season by buying Liam Delap, João Pedro, Jamie Gittens, and Estevão. This leaves them with plenty of options for next season.
