If there's any government officials reading this, it is important you all understand that the ban doesn't in anyway stopped your citizens from still accessing these gambling platforms online with their phones either through VPN.
I don't think you view this from the angle of integrity and doing the right thing. The government's concern about gambling is genuine, even though I don't support banning, strict regulations should be enforced instead. However, if they want to ban it, it is their choice, and not everything should be viewed from the angle of the money to be gained.
And you assume those government are banning  gambling platforms within their jurisdiction are doing so out of integrity? Whatever the decision that may be that government makes, it's always seen as the right thing to do for them.
Judging by the context and what the government proposed, yes, it is about integrity. They can choose not to act and look for ways to only earn from gambling. Who would arrest them?

If it's about banning, then they are actually considering the citizens, what else can they consider to have wanted to ban gambling if not that? Don't forget that it is at the expense of the money they would be gaining from taxing gambling companies, so they have a lot to lose, but would sacrifice for the citizens if they ban it.
