Napoli wants to make a lot of money by selling Osimhen in any way. And that is why Napoli management is in talks with Saudi clubs. Saudi clubs are making all kinds of tempting offers. But the problem is that Osimhen is not interested in going outside Europe at the moment. And this is normal. Osimhen is only 26 years old now. At the same time, his fitness is very good. He has continued to perform well in every season. He will definitely want to stay in a renowned club in the Premier League or Serie A. In this he will be able to earn a lot of money and at the same time get enough media coverage. Napoli should have talked to clubs like Manchester United or Chelsea
Osimhen at this age is in a golden age of a professional footballer and Napoli knows that so they want to maximize money from a transfer of Osimhen. They and the player have been no longer happy with each other but Napoli historically is good at selling players and perhaps they want to do this again with Osimhen.
Osimhen knows of his value and wants to negotiate with clubs for as highest wage as possible. Whether he joins another club, includes a big one, will depends on his salary demand.
From my observation, Inter Milan has not recovered from its poor run it experienced towards the end of last season. The devastating loss in the UEFA Champions League and the poor performance in the Club World Cup show that the club has so much work to do. Napoli won the Scudetto luckily because Inter dropped some points. I don't see Antonio Conte's side defending the title if other top clubs come up with a strong and competitive squad.
Inter Milan still have many star players who have been playing together in several seasons but under management of a young and inexperienced head coach, Chivu, their performances in a new season would be so uncertain. Winning Scudetto seems to be too difficult for Inter Milan but I think Chivu can do his management job well enough and help Inter Milan securing a position in top four. I don't expect Chivu to win Scudetto with Inter Milan in his first season as a head coach.
