Some developers do this. They create a casino, build it up as much as they can and try to leverage on their amount of visitors to sell it to someone that can upscale it with proper investments. I assume most of the trades happen internally for reputation reasons, players may avoid a casino that has just recently been traded and old players will expect it to not run as it has.

Their valuation is also ridiculous, looks like they just pulled a number out of thin air and chose to go with it. They will need to work a whole lot more on the product before they can get a reasonable offer.
