If I am not wrong Philippines is a democratic nation so they can't simply force a rule because it's considered as sin in a particular region but indirectly that's what the democracy is, what most people want will be chosen. To answer the question, the government should not intervene into something because majority don't want that while the leaders need their support so they will do things that can satisfy the belief system of most if not everyone, for them the number of votes matters more than what country is leading into.
Exactly, imposing rules based on religion would be a Theocracy, so I don't think the rules in a democratic country are guided by religion, all politicians in democratic countries are only interested in votes, although these rules should follow a more productive approach for the country, since religions tend to have many biases, and rules such as dress codes, and other things that are out of step with current events.
But people just impose things only when they want but not even entirely following the religion itself which is enough proof that they don't really care about the religious beliefs just the votes. Instead they should create awareness and educate people about the negatives of addiction and what they will be losing in terms of finance and the relationships in families will be ruined too which could shape them better and be responsible with their choices.
