I think this kind of question or thread has been created before but can't figure where it is right now. But if you are good programmer or coder who creat a game that is good, you can contact the bookmakers for them to take a look, from hence you will decide if they will buy it or rent it, but most people will prefer renting it to selling it. Because renting it will generate a passive income instead of a one time payment that will not last long.
