Well I'm not trying to judge him but for a father to allow his underaged kid to gamble is very wrong even though she's very close to the gambling age but he's supposed to allow her get to the required age before doing that if he could allow that it means he'll likely allow her do other stuffs that's not required of a minor which is very bad. How will he feel is she ends up becoming addicted at that tender age.

Well, we are on the internet and he decided to share his story, so it is just matter of time before someone starts to judge his actions or lack of actions.
Honestly, perhaps the best and easier solution to all of this would be OP forcing his underage daughter out of the gambling world and seek a job for her, a mid-time job, so she understands the value the money and where comes from, that may help her to change her mentality and realize how much it is actually at stake when one steps into a casino.
It is very easy to gamble when one is dependant on one's parents and one does  or need to worry about food, electricity, water and paying taxes at all. If she can learn about the consequences of reckless gambling and the value of money by the time she turns eighteen or nineteen she would avoid many problem that might come in the future as an adult gambler.
