I'm surprised that people gambled In a country like north Korea having a lot of strict laws. This shows that banning gambling doesn't really root out the situation, even though they try to control it this way there are still lots of people that would find a way to gamble because they are addicted to it. They can approach gambling addiction by giving a helping hand to their citizens to develop themselves and maybe provide jobs
Laws are made and broken - meaning that not everyone complies with existing laws or regulations, this means there is always the possibility of people breaking the law. A complete ban doesn't mean everyone loses access - but some people will find ways to bypass the restrictions for their own personal gain.
Gamblers are sometimes unique - I mean, some of them are overconfident in something that's prohibited. There are always gamblers who use VPNs to gamble even though they're in restricted countries - but they exist and continue to gamble as long as they don't get caught.
