Because making a license is hard, long, and costly, I think: and if there are only a few users out there, it's not worth it speaking about it from the potential perspective.
And, truly, if mistakes or problems arise from that, a compromise should be found, and everything should be good.
Stake is a big business and I believe they did had enough analysis from data they have about users in Ontario before spending resources for that license. Your point is right that if possible customers there are not too big, it is not good in cost and benefit for that license, however how do we know that Stake has massive users there or have limited users there?
Only Stake know about that, and as outsiders, we don't have that internal data.
