What I can't figure out is why so many people still use that app if we all know it's a scammer's paradise? Logic finds that if something is bad and there are alternatives, then we reject the bad and try something else until we find what is good. Apparently people like to learn from their mistakes, which in the end is the most expensive lesson.

Fraudsters who bought a premium account will be able to write to you. This is, of course, possible, but it will be quite expensive for them, and they can be identified since they pay for their premium with a card, the details of which can be found out.

Only those who are stupid enough to pay for such a service with cards in their name can be caught - of course if Telegram agrees to hand over their data to those who would ask for it. Those who are a little more intelligent use stolen cards or buy virtual cards without KYC.
