Are you serious right now, even though I understand what you meant, have you also consider those parents income, I know that you'll say that it is the obligation of parent to make sure their children attend good schools but don't you think this public schools rehabilitation should be a sole responsibility of the government to revamp, if this public school schools are in good condition with good teachers and good modern practical equipments, don't you think no one will be spending much to send their children to private schools where they will be paying heavily, all hands will never be equal in terms of parents providing for their children so excuse must be their, though you're right but you've to consider something then you will understand that if those parents have their way, they'll not take their to such schools.
