You are obviously talking about the big offline casinos. They are paying taxes, but there's a problem. Do you really believe that online crypto casinos are paying any big gambling taxes? I don't have verified information, but I do believe that most online crypto casinos aren't paying any taxes. Maybe I'm wrong. Somebody must provide valid proof that the casinos are paying taxes.
I couldn't get any information about crypto casinos paying tax in any country. Maybe a comprehensive search might give further clarifications. But what is certain is that casinos wins are taxed in many countries. Gambling wins are generally taxed as income or capital gain tax.

Gambling as a tool of wealth distribution doesn't favour the poor. If the argument is that government uses the tax to provide basic amenities, but even the casino owners also use these social services. Now the poor lose and pay tax if they win. The casino owners benefit from business profits and basic amenities.
