Tottenham has actually been signing some pretty decent players this year. From that perspective, Tottenham's chances of advancing to the next round of the UCL will depend somewhat on the fixtures. Of course, if they have to play eight matches against the toughest teams, their chances of advancing to the next round will be minimal, but they'll face tougher opponents.
Tottenham have also hired Thomas Frank as their new manager, and with the addition of a squad overhaul, Tottenham should be able to perform even better next season. Tottenham actually have a significant burden on their shoulders next season, they must first repair their reputation in the Premier League, while hoping to advance further in the Champions League. Thomas Frank certainly understands the club priorities and the intensity of competition in each competition. Expectations for Tottenham are not particularly high in the Champions League, but I believe they can once again enliven the competition in the European zone.
Thomas Frank is one manager I think I can trust with this Tottenham job, he is not a manager that is used to coaching star studded teams, you know some managers have better experience with stars than grooming a team to top level. Thomas Frank is able to groom a lower/average team so I am backing him to succeed with Sours especially now that they are making good signings to boost the squad this summer.
