It is kind of shocking someone here could even suggest there is something democratic within the government of North Korea, even as a mistake. 
It is almost a meme how insanely anti-democratic their leaders are and the fact they claim themselves to be communist/socialist (which is supposed to be the best model for a citizen to live under), nobody is allowed to leave the country. Typical of regimes, like Cuba and the former soviet union. 

Anyways, I am pretty sure there must be people gambling in North Korea, gambling is as global as music, and even if the communist/socialist state bans it, there will be always people willing to go underground and risk time in prison for the sake of money/ being the house. Though, prisons in North Korea must be something out of a horror movie.
