The website is down?

I'm located in germany and I get this message if I use my normal IP:
Sorry, this website has been blocked at request of the German government authorities.

Currently, I have to use a proxy/VPN to get to the website at all. Since ~sunday, the message is:
Internal Server Error

The server encountered an internal error or misconfiguration and was unable to complete your request.
