I've checked the restrictions previously when I could access the site with Japanese IP and as you quoted here, my country is not on the list. This is why I call it as weird why I get 404 not found if I access it without VPN. As I said previously, if it is due to ISP blok, usually by changing DNS or using VPN with the same country can easily bypass the block but ybets seems to be different.
