I really don't understand. There are still news being made such as Fenerbahçe is in negotiations with him. I've heard Galatasaray offered around €10m but Inter doesn't want to sell him for that low price.
Then honestly, there is no way this transfer is happening for any sides.
There wouldn't be any other team in Europe to pay like €30m for him surely also. It's better for him to stay at Inter where he is happy already.
