keep in mind that gambling is also illegal in south korea. so my point is, everyone eventually finds a way.
You are absolutely correct that is the real truth about it. However, sometimes I used to wonder whether those government are doing the right thing, noing fully well that humans are always humans. Though, there is no how banning gambling in a country would easily work for everybody, it is quite obvious that gamblers would definitely going to look for a way to manover. Because even till now there are countries who is against Bitcoin and other things, but even as that people are still doing it in a coded way.
Banning gambling will lead to the popularity of illegal gambling platforms. Gamblers will always seek means to satisfy their craving for gambling. The use of VPN and other anonymity tools is common in such countries. But banning gambling will help to reduce the rate of new gamblers since there will be less advertising. And when gambling is not promoted it will not reach a large part of the population.
The government cannot take very strict decision here because gamblers can always use VPN to bypass fire walls and get into gambling. Banning gamblers from betting is not a good move by a country that has huge population. I think we all have the right to speech and freedom so banning  people to stop gambling should not be the problem of the government. The government have their role to play so as the people. By passing gambling restrictions has been what have been existing for many years now. There are so many good and sophisticated VPN we can use to bypass gambling restrictions without the government officials know what's going on.
