The country have an agreement with IMF that they will not purchase more bitcoin if IMF gave the country a loan and it is an agreement. I guess there is something that El Salvador is not letting us know. Although, I do not really follow bitcoin purchase in the country which maybe might have given me a clearer view of what is happening.
From the very beginning El Savado made it clear that they will continue purchasing bitcoin. What they agreed was to make bitcoin no longer legal tender in the country and they have done that. The condition of the loan was unfavourable from the beginning but I guess that is what the IMF wanted. they just wanted a way to keep the country under them and have some control over the country.
They were asked to to scaled down their involvement on bitcoin which they have, but asking a soverign country not to buy an asset with its money seems so shady.
