There are many  good marketing strategy out there and I have seen some projects explore them. For mixers and casinos, they use reviews for people to use their platform and give feedbacks. But for the kind of service you are offering, I'm finding it hard understanding how you could possibly run a review campaign since it is specialized kind of thing that requires people actually losing access to their wallet.
If launching a signature campaign would be beneficial to the company then I think that they should launch one but with the kind of services that they are offering, launching a signature campaign might not be as easy as it appears, that said, at the end of the day I think their chances of successfully launching a signature campaign depends on how much jobs the get and this is determined solely by the amount of clients require their services and this is mostly limited to people who have lost access to their wallet and can't get to their crypto.

Most times is not how many people buy how much is in a recovered wallet, you never can tell how many people might be needing these services but don’t even know how to go about it and I believe with a signature campaign, there might be more visibility for them and more visibility means more patronage.
I understand your point of view because I also thought in that direction that their service are met for just limited people and in recent times, it’s always very difficult for people to lose access to their wallet but on the other thought, you’ll agree with me that, people who lost access to their wallet back then, did when bitcoin had almost no value and you can imagine how much the value of what they might have left would be by now.
