Yeah maybe the situation is different now I mean they didn't prioritize it like last year for example KYC will be checked when some queues are on the list, imo. Another reason might be that the ID provided has already used by someone   I heard a case like this some time ago so that the account is sorted for further inspection and whoever can prove it in real time will be trusted. KYC level 3 is only suitable for those who deposit $100k or more so i'm not sure he did that, and you know for this one the process is more complicated, I tried it once but rejected.
