It is hard to conclude on what will make people gamble more, there are third world countries with a high rate of gambling, and i don't believe gambling addiction has anything to do with the economy or a 'solid framework'.
Gambling is an individual decision, and it is mostly as a result of tradition, there are people who gamble today because they were exposed to it when their parents gambled. There are also cultures were gambling is popular, and if you happen to grow around such a place, there is a high chance you will enjoy gambling.
Gambling addiction and unemployment goes hand in hand in third world countries. We have a lot of graduates with good grades but no jobs and are very good in football analysis, it's more like a talent thing to them and that's why many of them engage in gambling. If you look at the kind of gambling third world countries does all the time are always the sport games, you hardly see them play around casino games because they don't know or even understand anything about it.
If check around Asia and some western part of the world, they gamble more on casino games because that's the root of casino games. It's very easy to spot casino places where people hangout, where people play slot and other casino games, this where fun are held all night and day, you will hardly see sport games happen there because they don't even watch sport games like that unless are one that is popular. This is how I see gambling differentiating between third world countries and developed countries.
