Gambling is a big source of revenue and employment for countries and that is why they do their best to ensure that it is a very highly regulated industry. If they don't do that the money that is supposed to go into the covers of the government would be lost and that would be bad for the economic growth of the government of such a country. In terms of the employment it offers,  many people get employed and paid and the money ends up getting into circulation in the economy.
Gambling does generate some mind blowing revenue which the government are obviously  aware of it and will want to generate some revenue from them from taxing them and so the government will want to get involved,  and even the citizens gets to be employed by the casino and so they get faced by the government which is another source of income to the government too and beneficial to the society which will be a good Idea fro the government to support them because the government may not be able to provide every citizen with a job.
