Is it fair to assume that a better economy and a solid framework will make people gamble more but be addicted less? This is the source, by the way.
It is hard to conclude on what will make people gamble more, there are third world countries with a high rate of gambling, and i don't believe gambling addiction has anything to do with the economy or a 'solid framework'.

Gambling is an individual decision, and it is mostly as a result of tradition, there are people who gamble today because they were exposed to it when their parents gambled. There are also cultures were gambling is popular, and if you happen to grow around such a place, there is a high chance you will enjoy gambling.
Yes, there is a tradition of gambling in the family but it can vary greatly from region to region. In developed countries, there is a tendency for parents to be involved in gambling and children to become involved in the same way. In those regions where the social and traditional values are high, you will find gamblers who consider gambling as a profession.

If you consider gamblers in poor countries, most of them are attracted to gambling for income and they equally gamble for fun. They continue to gamble despite social barriers and negative structures.
