There is a big difference between an investor who's procrastinating when to buy Bitcoin and a Bitcoin hodler who is targeting to buy during the dip so that he can buy more to hodl for the long term. Every time is the right time to buy Bitcoin but regardless of that I still think it's not bad if you calculate very well and get the right time to buy when the price is low.
The difference is in the action being taken because a procrastinator isn't going to buy but keeps on shifting the purchasing time to another time. When a hodler sees his opportunity he isn't going to ignore it but that procrastinator isn't taking any action for sure. Sometimes too when you decide to wait instead of buying as you see the market dipping, you're being a procrastinator. Sha na only you know how your mindset they so when you see an opportunity and you know say you fit get something better without not ending up not buying then wait but if you know say, if you no buy now say you no go buy again then purchase that Bitcoin ASAP.
