When governments start blocking VPNs by IP addresses, which is not particularly difficult, people start creating their own VPNs on dedicated servers, which is much more difficult and expensive to stop. As a result, only a small proportion of people give up gambling, but a huge number of people not only continue to gamble, but also become more tech-savvy. I think it is better when governments regulate gambling, collect taxes, develop infrastructure to help gambling addicts, and invest in the education of citizens.
