Ok, I understand hype about Hapoel, but what's so special about Dubai? For me their roster looks very average and I'm not sure that they will make to the playoffs. While Mirotic to Monaco is great move. Monaco is playing in Final 4 almost every season, so, there is chance for him go get Euroleague title finally. While in Milan under Messina he and other big names are just wasting their talents.
Now I have most questions about Fenerbahche and Barcelona rosters. Fener lost many key players and don't have big signings, while Barca IMO is signing too many veterans and they left coach that failed last season.

As there is a presidency election at Fenerbahçe in September, I don't think the board are able to focus on basketball.
However there is still enough time to build the roster so I think it's very early to criticize. I think Monaco will be quite ambitious about the championship this year thanks to Mirotic's joining them.
