I am not from Africa but I think generally if one wants a wider adoption in their country, the citizens should all have access to the internet and electricity. Aside from that mainstream knowledge of what blockchain is would be important which means the citizens should be all media and technology literate
Financial exclusion and cross border layment frictions yes but currency devaluation not much unless of course bitcoin starts helping to improve the economy of the country. But holding it only protects the value of your money but doesn’t stop the devaluation of a currency
