If a governments powers originate from its people, then it is up to the citizens of said government to surrender or retain powers from their government. Are societies of men really capable of establishing good government from reflection and choice, or whether they are forever destined to depend for the political constitutions on accident and or, in some cases, force.
In my opinion, as a Liberal, I think that the vigour of government is essential to the security of liberty in Societes. Those men who have overturned the liberties of republics, the greatest number have started their careers as a obsequious member of the people, and commencing their careers as demogougs, ending tyrants.
In the span of history, citizens of all societies give up powers to their government. But you would be hard pressed to find instances of the government relinquishing powers attained or retained back to the people after they have been given up.
