For a country or an individual that is self sufficient and economically intelligent, borrowing does not occur for them even in crisis situation, not bad to get a support, but borrowing definitely do more harm than good most especially those credits that come with high growing interests. The best thing in this situation to avoid borrowing is to have an emergency founds a d multiple cash flows, so countries and individuals need to be more productive to avoid unwanted borrowing that eat up their savings and revenues in the long term.
I will rather choose not to borrow but if I had no choice then I don't see borrowing as a problem. Why people think borrowing is a problem is when they don't have a plan.
I may want to start something in real estate maybe like a small house for a starter if I have done my research borrowing to fulfill my dream should not be a problem because I will have a repayment plan. When you have a plan, vision and discipline then taking a loan for smart purposes should not be an issue.

Borrowing is not a crime if you check very well the Federal government at some point takes loans to execute some important projects if they don't have enough money to complete the project. If you have a business such as you mentioned that needs to be executed but you lack the finances to run it you can take a loan to do the business since you will have ways of paying back there is no crime in it but borrowing to buy luxury things or acquiring properties for your personal use without plans of paying back is bad.
