For a country or an individual that is self sufficient and economically intelligent, borrowing does not occur for them even in crisis situation, not bad to get a support, but borrowing definitely do more harm than good most especially those credits that come with high growing interests. The best thing in this situation to avoid borrowing is to have an emergency founds a d multiple cash flows, so countries and individuals need to be more productive to avoid unwanted borrowing that eat up their savings and revenues in the long term.

A practice I have noticed more in third world countries is that they rely more on taking loans than actually using the revenue they generate from the country into something more productive to them. Why take a loan you’ll not put into something productive and spend it on projects that will not be able to generate back any revenue. Even though most of this countries are corrupt, they use to trade their raw natural resources as collateral for taking the loans and usually end up to put the country in debts and destabilized forever. Even as a person, taking loans without being able to account for it into good use should rather be avoided than risking your whole life for it.
Exactly those corrupt Leaders uses those loans to sponsor their own personal gains this is why corrupt is high in most third world countries, there is no way a country economy can be stable when their are surviving on loans and high importation of basic commodities.
