Just as Democracy is been defined as the government of the people, by the people and for the people, if the structure of the governance system is not in tandem with the yearnings and aspiration of the people, the people can always revolt, Venezuela recently did it..
You're right, the people can always revolt or protest when the government they put in power isn't meeting up their desires but also remember that the same government would make the citizens who should have the upper hand look like their puppets and even when they try to free themselves, they'd would instigate issues that would divert their attention off from the main problem and make them chase matters that are irrelevant. It often happens in my country.
 There's often strength in numbers but when there's a little trace of division, these rulers tend to capitalize on it. Most times, citizens carry out protests to demand accountability from the government but what you'd find are tear gasses being thrown at the masses that showed up because to them they are trying to incite unrest but in truth, they know that with that sort of numbers, they can't say anything without exposing themselves.
