They bought him for 95 million but can't sell him for astronomical fees anymore. Let's say an amount around 40 million like you said. If they go higher than that then Juventus would withdraw from this signing.
If Juve withdraw from the race to sign Kolo from PSG, that's fine. His contract will be last until 2028, and still a lot of time remaining to sell him. PSG was not in hurry in selling him, and not in the need of money.
