Sorry, but this is not correct. There are a few casinos that are VPN-friendly and that state clearly in their ToS that they allow the use of VPNs.
Regardless of whether the casino is VPN-friendly or not, the most important thing here is why you are using a VPN.
Most casinos won’t care about it if they know you didn’t do anything against their ToS, but they (including VPN-friendly casinos) will ban your account and confiscate your balance if they suspect you are using a VPN to bypass any of their restrictions or to try to cheat them.

While there are eventually some VPN-friendly casinos like Betpanda that do still license some of the recommended VPNs but I pretty much agree with what you're saying in this regard.
If in the end the VPN is misused then in the end even if the gambling site still gives permission to the VPN but still when violating some of the conditions that have been given by the site then it will be a problem that leads to losses for the player so VPN may be an option for some people but that does not mean we can do anything just because we use a VPN because of course there are some things that we must realize as a limitation in using a VPN.

I personally still prefer to do it the normal way without using tools like a VPN because as long as we can open the site and run it properly then why do we force ourselves to use a VPN that has the opportunity to provide problems later on.

I share the same opinion... I know casinos that allow VPN use in their terms of use, and I believe that players should never be penalized with withdrawal withholding or balance freezing if that'is the casino's only claim.

What might happen is that there's another conflicting term, like: "You must follow the laws of your country regarding casino use and responsible gaming."
And then the casino responds that it isnt' licensed to operate under the laws of the country where you live... see, the problem isn't that you used a VPN, but that you used a casino that isn't "regulated" in your country.

Anyway... I avoid using a VPN to gamble and unfortunately, this has been a deterrent to me from trying new opportunities. However... I have good options for gambling without needing a VPN.
