If CAF will boldly say they are not aware of this very act then they are not as active as we expect them to be because how can this very incident be happening on the last day of the competition and they are not aware, this is not the first time Morocco fans are doing this to the Falcons. They know they can't beat Nigeria so distracting the players is the only way, the tension of the stadium is enough to make the players be distracted. The punishment shouldn't be only to pay a fine, like you said they should play without their supporters plus a fine, if the so called CAF president don't take any action now it will happen again.
Every established organisation have rules that must be followed. CAF has a disciplinary arm that acts like a law court. For the law to take its course there must always be a plaintiff and defendant. CAF needs evidence from the Nigerian team to establish that a wrong was done. If there is nobody to testify that these laser lights affected their performance negatively, then there is no case. In this situation, I don't blame the organisers.
I agree with you on all you said and is like the Falcons are comfortable with what ever distractions the Moroccan fans are throwing at them so is nothing serious but is really we the supporters that are seeing all these things and complaining at the same time which is normal. If nobody reports the issue then no case but do you know that if it was we Nigerians that showed this kind of display and it favored us so many times there would have been a case even before this just concluded tournament? That's African for you. But it seems we Nigerians are ok with whatever some of our African Countries are dishing out for us unless it gets to a critical point that's when we have to complain or maybe react, by then the damages has already been done. I'm saying this because if we had lost the title you'd hear more of the complains that it was what they did that cost us the title, thats no way to handle business, start early before it becomes too late.
