Correct, several pro players have dropped to a lower tier before. The last player I can recall with such a high-profile on the CS2 scene was Kirill Mikhailov aka Boombl4 which was also on NaVi. I remember watching his comeback to the counterstrike scene over a year ago where he was playing with a team nobody ever heard of but he eventually settled with Betboom after several months.
These pro players that have been in the better teams can always get back as long as they still have a good aim. And those teams that have lack of an experienced player, they'd be willing to sign it for them. So with players that are dropping to a lower tier teams is likely that have some good offers received that they cannot decline and as well as the pride that they want to take and put into themselves that they can bring up a whole team into their hands.
Going with dota 2, the Clavision Mastesr is on the playoffs.
