If the option is only for residents in the US then that doesn't make any sense. I am actually not a fan of PayPal maybe because it doesn't work in my location. If you value anonymity I don't think you should be paying for anything on PayPal using your Crypto-currency.
While setting up PayPal you are already giving out so details. But I will be looking at this thread if there is actually a decentralised way to buy things online using Bitcoin.
Why doesn't it make sense that they only offer this service in the US? While PayPal is a US based company and they consider the US as their top strategic market. Furthermore, implementing cryptocurrency services is not simple as it involves addressing legal factors, infrastructure, and implementation costs. This is not simple, and they are rolling it out area by area and will prioritize strategic areas.
If you have used centralized exchanges to buy and sell bitcoins, used banking services and many other centralized services. I see no problem using PayPal and their crypto payment services. If you have used bitcoin for payment, do not expect that your privacy will be guaranteed and anonymous.
