This kind of rules for the Countries is not random and has to do with the Law of New Zealeand.
Keep in mind that the New Zealeand Rules for other Countries are different as it is at Europe.
I dont know exactly how and what Countries fall into that , you have to look yourself for that.
New Zealand has some Regulations about that , that other Countries dosnt have.
For now and what i know only Doge and Bitcoin was a part of the repayment , others and more are coming in the future.
