IMO, If fine they can reduce the prize pools but at least is needed to be stated in the rules. With some condition, how much participant needed to be qualify for the leaderboard to be fully original allocation. I don't know these.

Leasson learned for them, maybe perhaps they can stated the potential reducement with the rules on the thread. Cause, we all know even with several reason while already stated the prizepool to the public and getting reduce can make some problem between the casino, tournament and player.
