I can mention all the countries who treat cryptocurrencies as assets subject to higher taxes compared to other financial assets. For example we have India, Japan, USA and also France and Germany. As for chances for those countries to lower the crypto taxes in the future, i think it will always depends on its political orientations towards crypto. And as crypto adoption increase, some countries maybe obligated to reduce taxes to attract investors. Others may increase taxes willing to regulate the sector or to stop with speculation. Change is always possible, but it is always related to the evolution of laws and economic policies in each country.
