That is basically what happened before if you think about it. There were a lot of giveaways before giving bitcoin for free but not everyone was aware of it nor were they even interested. You can't give someone they do not want to accept. Technically, bitcoins before was so cheap you could get it for free. You just did not know it existed or you did not foresee the value it will have.
Satoshi did not make the value of bitcoin today. It is us who found the value of bitcoin and made it in demand and now it is expensive. He initially wanted to make something to use for transactions without having a centralized authority hovering over us. I do not think he wanted to use bitcoin to create such an unfair distribution of wealth. And besides, the fact that you can buy fractions of bitcoin helps you close that gap you speak of.
