Juventus only can have a super team without big transfer budget for purchasing players if they have very good academy like Barcelona with La Massia. It's not what Juventus have had recent years so they will have to buy players for improving their squad quality. To have sustainable squad quality improvement and club growth in general, they must have careful approach on development and player transfer in order to balance their club performances, results in competitions, then club revenue. They must do it well for avoiding financial crisis by over spending money without good results and revenue in return.
Juventus were able to achieve that because there was no club in the Serie A league that could rival Juventus for the Scudetto at that time, and any quality players that want to play in the Serie A league always want to play for Juventus, which even makes it more difficult for other teams to rival Juventus for the Scudetto.
I see very less signals from Juventus to take over Scudetto from Napoli. From their player resource to head coach position, they don't have enough quality and experience for winning Scudetto in this season but positively thinking, they can try to fight for Scudetto as longer as they can and use this season as their actual training and get experience for next several seasons.
