do you think that there is an association between a calamity and higher cases of crime in a country?

Out of desperation, people resort to committing crimes. They lose their valuables and struggle to sustain their daily lives, leading them to resort to stealing. There is no quick fix in calamity; it takes time before things get back to normal.
If the government cannot control and provide for people in a calamity, then it will lose its control, and people will be left to their own hands, so the government should be quick to address any catastrophe.

Very true.
I once asked myself why crime is higher in some countries or areas than others. I observed that areas with good livelihood means and money flows, there are no much criminals. But in the ghetto and trenches, they do all sorts of things to survive. After such a Calamity, the government was supposed to step in seriously to ease the effects of the calamity.
