I have had this issues, but it was reversed immediately. So I really don't agree with what you are saying about our banking system.  I think they have really improved in a lot of ways, although there are still rooms for improvement. When I have transaction issue, like when they debit me and the fund did not go through, they tend to reverse the money very fast.
Talking about you losing your money in your bank account,  I think that is due to scammers having vital details to your bank account and I don't think that is the fault of the bank. Issues like this also happens in the western world, so I think you blame it on the scammers and not the bank.
