Yes, it is not only in America but everywhere in the world, the rich are given priority. Because the governments have to be in touch with those people who have economic power. If this is not done, then the various errors of the government will also be seen. That is why the governments know this but try to make some concessions. Moreover, the government knows that the rich basically play the biggest role in the economic welfare of a country. They think that if the rich are with them, then they will be able to do any work without any accountability.
Fundamentally this context is wrong, even though most countries engage in similar activities, and the government should have far greater influence than prioritizing the wealthy. This is how the government exploits them, believing that the ultimate economic power lies in their hands, and prioritizing them allows them more freedom to achieve their desires. It's like the saying we often hear: "When you're rich, even farting is considered motivation, even though sometimes it has no value at all, no matter what they say." Such are the challenges of today's world, and the influence of the wealthy has become a source of power for any government, when in fact, it should be the opposite.
